Here's a couple of answers for you:
1. Price: One of the resellers, witangostore.com, sells at a discount. That's a good place to buy the server.
2. Which server: The small business server is limited to 10 simultaneous user sessions. If you don't need to maintain user sessions, then you can set variableTimeout to 1 second and support the number of visitors that you described. However, if you need people to login to your site, then you'll need the full server license.
