I tried to load up your xml in Internet Explorer and it crapped out on the encoding="UCS-2" portion of your <?xml version="1.0" encoding="UCS-2" standalone="no"?> tag. Apparently that encoding tells your xml editor to save the xml file as unicode...not sure how WiTango handles unicode xml.
