almost got it. two things:
1. I had the v5 Server in the startup items.
2. clients.ini now follows apache naming, so the plugin begins mod_
-- had to rename.
Now have a Client Plugin Error Code 605 to resolve.

libjs32.dylib (No such file or directory, errno = 2)
But
% ls -al /Applications/WitangoServer/5.5 shows
libjs32.dylib with witang/staff 775
