Just to rule that out, it is not because your browser cached the previous css file? If you want to avoid problems because of browser caches, then you should version your CSS file and bump its version. The way I understand CSS and the cascade priority, you can override any of Wt's default styles (e.g. the ones inserted by WTabWidget) by specifying the same (or a more specific) rules in an external stylesheet. This is so because Wt puts the internal stylesheet before linking the external stylesheets. As an example specifically for WTabWidget, consider the wt homepage, where WTabWidget rules are overridden in "home.css".
