Cookies are really meant to be used only across sessions: therefore
you should only read cookies from the environment when starting your
session, and certainly not after you have changed their value ?

Perhaps you should consider to put whatever state you encode in the
cookie, also as a variable within your specialized WApplication for
internal use ?

The WEnvironment remains constant after the session has started (or should be).
