(a) it seems like this is pure coincidence; after browsing the
    witty sources I found that the default max request size is
    very small

(b) I can confirm the assumption I read in a thread dating back
    to December 2008 "max-request-size ignored"; the Debian
    version of witty looks for the system-wide configuration
    file in:
    /build/buildd-witty_2.2.3-1-i386-q0bql4/witty-2.2.3/debian/tmp/etc/wt/
    I'll file a bug on this issue.
