    Sorry for not being clear enough. 
    What I've did was  to set    --docroot to be  the  root directory of application  [ --docroot="."   ]   , and then  I placed a link to a ext folder in   app . 
    extBaseURL  should then be simply   "ext"   .   If  you're using  windows,  you won't be able to link the folder , so you could simply  copy the ext folder to the project's  root folder instead .

    If it doesn't work for you ,  just yell , and we'll help you out   :-D

extBaseUrl should be a url (not simply a path to a file on your
filesystem): if you are using local ExtJS files, then the ExtJS files
should be within the docroot of your web server.
