My Answer - for anyone with the same problem in the future
Need to ensure than the environment LANG=en_US.UTF-8
- configure in /etc/sysconfig/httpd (so it is set for Apache)
- need to get apache to pass the env variable to the fastcgi server by
ensuring that the apache config item FastCGIServer has the -initial-env LANG
option
