How are you restarting apache?
are you using "apachectl start" or are you trying to start it directly?

My system is ubuntu, if yours is a different, the userids will be different.
Can you open your /etc/passwd file and check the userid of www-data if you have 
ubuntu? on my ubuntu system www-data is 33 and compare that with your own user 
id. If it your userid 1005, then you are starting apache in the wrong way.

Also check the owner and group of /var/lib/apache2. My system values are below
