Summary: CAQuietExec's timeout is not configurable in deferred CA

Initial Comment:
CAQuietExec has a default 1 minute timeout. This value 
can be changed by setting the QtExecCmdTimeout 
property, which won’t work with a deferred custom 
action.

I think the timeout should have a value of INFINITE 
instead of 1 minute; it’s not uncommon to have long 
custom actions. If I want to stop a process from 
executing for too long, then I should be able to 
specify it, else it runs for as long as it needs.
