preferred option:
1. Trap the COMException in HarvestWebDirProperties() and ignore it.
2. Don't call HarvestWebDirProperties() if the code tries to
harvest "iisadmin".
I think I prefer 2.
Fair, but we shouldn't let exceptions cause tools to crash.
