With WiX v2, no. With WiX v3, yes. WiX v3 adds "floating" Publish
elements, so you can attach control events without changing the dialogs
themselves. You might need to build your own set fragment, as even
floating Publish elements can't insert control events before
existing ones. But it's much easier than in WiX v2 as there are fewer
files to rebuild.
