Bad idea. If user has an application that registered .ico extension (like any 
picture viewer, ACDSee for example) he'll see icon of that application instead 
of yours.

I would recommend you to create a small empty exe with that icon (or if your 
main executable is small - use its exe-file) and put it instead of My.ico.

ps. Icon for .msi itself is determined by Windows Installer that has msi type 
registered to itself. If you use some bootstrapper, you may set an icon to it.
