To add to Bob's terse reply (<g>) that's really a feature of Windows itself.
The icon displayed in the top-left of the window is the class icon as
registered by the RegisterClass[Ex] function, or as set by the WM_SETICON
message. Windows Installer doesn't make it possible to modify this icon.
