Light.exe supports the -sh switch. However, this also turns off getting file version information in the File table.
I would be very surprised if there were any systems left out there that didn't have at least Windows Installer 2.0. Version 1.5 accompanied Windows ME and Windows Installer 2.0 came with Windows XP.
