Yes but it still says it's for packaging IE not other apps.  I don't know how 
to touch this one to tell you the truth.

tools within IEAK installation. IEAK uses iexpress.exe that ships as a part of

  Google as alot of hits with \IEAK\ and dllhelp is too slow ( and often too 
inaccurate ) for me to confirm right now.  I might not have the right EULA, but 
it seems pretty straightforward that this EXE isn't going to translate to 
something that's part of an SDK redist.  I'd love to be corrected.
