Merge modules aren't installed independently. They can only be merged
into an MSI product database. Thus, ModuleDependency is a build-time
only feature. It's a hint to the author and authoring tools.
Unfortunately, it doesn't contain enough information to automatically
merge the dependent module. (At a minimum, it would need to include a
file name!) WiX v3 runs ICE validation so ICE25 catches that case.
To merge a dependent module, you need to use Merge and MergeRef elements.
