Thank you Richard. I am using 3.0.
I changed it from '{' to '(' and at least it recognizes it now, I think
but candle fails with this:

EMS.wxs
C:\enlistments\Main\Build\Setup\EMS.wxs(26) : error CNDL0150 : Undefined
preprocessor variable '$(WiX.Global.SupportFilePath)'. So this tells me
that it recognizes the syntax for the XML but does not recognize my
<define ...?>. Should I use something else?

At first glance, I suspect you're using the wrong type of parenthesis.
If it's WiX 2.x you need ( and ), not { and }. I don't remember it
having been changed for WiX 3, but it may have.
