Not as far as I can see. The attributes which control which drives are shown
are listed in the 'VolumeCostList Control' topic in the SDK, at
http://msdn2.microsoft.com/en-us/library/aa372790.aspx.

Perhaps this should be a suggestion for Windows Installer 4.5? It may be too
late for this product cycle though.
