   Sorry I have to keep repeating myself, but certain people seem to think 
group think is better then innovation.     Either way, I disagree with your 
`well supported story` theory as there is nothing in MSI or the SDK that 
discusses this story.  In fact a google search for "windows installer property 
persistance"  reveals this MSI team blog ( 2 1/2 years old ):

  So pelase don't go around acting like I'm just going around being 
unreasonible.   The fact is when you marry yourself to a declarative language 
it needs to meet your needs.   If the relationship is one way then it's not a 
marriage, it's enslavement and it'll eventually end in divorce.

Your harangues against the MSI team's lack of engine work are well 
documented. Yet the thread is about property persistence, which has a 
demonstrably well supported story in the engine.
