The logfile would tell you what's happening.

Could be, but I'm not sure. I do detect that the old version is there (my
upgrade table does match a previous version). The old does indicate that
RemoveExisting actually does run (runs in Maintenance mode). If I try
setting ALLUSERS to something (neither the previous or current install set
it), the old install isn't detected and the new install is installed side by
side without removing the old install.

In any case, how would I know? What would (or should) the log tell me?
