So I downloaded the zip file for build 3.0.4207.0 (http://wix.sourceforge.net/releases/3.0.4207.0/) and took the mergmod.dll from there and copied it. So it looks like the binaries in the zip file have mergemod.dll, but the MSI file doesn't. Only the mergmod.cub file is in the MSI file.
