Both of your Shortcuts are marked Advertise="yes". That means they are both pointing at the KeyPath of the Component. By default the KeyPath of the Component is the first valid KeyPath (File, Registry, ODBCThingIForGetBecauseINeverUseIt) child element after the Component.
