To elaborate a bit on what Rob states below (thanks for setting me straight, Rob!), you can use !(loc) variables as the value for the Source attribute on a <File> element. So in your Japanese localization file you can set a String property to the path to the Japanese version of the files on disk, and in the English localization file the path can be to the English files.
