Ah, I know what it is now. Using a packet sniffer I can see it is looking up the certificate revocation list as I have signed the MSI.

Although I've inherited this installer I have pretty much rebuilt large chunks of it and I am certain there is no DNS or internet access going on in there. Which leads me to suspect that MSIEXEC is calling out to the net to look for some kind of update. Has anyone else seen this or is it just me?
