That's actually Windows Installer behavior. Windows Installer always sets
TARGETDIR to the root of the fixed drive with the most free space. See <>.
You should never install to TARGETDIR unless you schedule a type 51 custom
action to set it always: <CustomAction Id="SetTARGETDIR"
Property="TARGETDIR"
Value="[ProgramFilesFolder][Manufacturer]\[ProductName]"/>. Schedule it
before CostFinalize.
Why you must always author this, ideally you always install your components
into a fixed directory structure like so:
<Directory Id="TARGETDIR" Name="SourceDir">
<Directory Id="ProgramFilesFolder" Name="Program Files">
<Directory Id="ManufacturerDir" Name="*manufacturer*">
<Directory Id="InstallDir" Name="*product name*">
<!-- insert components here -->
</Directory>
</Directory>
</Directory>
</Directory>
