Thanks. Inserting DiskId into Directory elements fix the problem. 

I am trying to use different disk ids for base and upgrade images to test a
patching problem using patchwizard: the same file sequence number is used
for old file in base and new file in upgrade. Patching installation asks for
new files from the base image location. I have posted another msg  on this
patching issue.
