Thanks for the quick response, so this was my first guess either.
So the other question is: is there a way to author a single installation that
can be isntalled in per user and all user context? The MSI MSDN help states
this is only possible for Windows 7 with MSI 5.0...

Simple Answer: No.
Complex Answer: It depends on exactly what your installer does but the
things you can do are so limited they may as well not be possible
either. Hence the simple answer.
