<Condition> element under <Product> is a LaunchConditions action and usually LaunchConditions action is scheduled way before FindRelatedProducts action. What you need is appropriately conditioned Custom Action Type 19 scheduled right after FindRelatedProducts in both InstallUISequence and InstallExecuteSequence.
