I had the same problem. Apparently, "Feature conditions that include properties set during the UI sequence won’t work as expected." Instead, use the AddLocal and Remove events. This should shed some light on the issue: http://www.joyofsetup.com/2007/05/30/feature-conditions-and-ui/
