The custom action DLL that ends up inside of the Binary table contains the custom action's compiled code must have a Win32 VERSION resource. If you look at that file in the Windows Shell, you can right-click the file then select Properties and see a Details tab (in Win7 and I think Vista also, I've already forgotten the name of the tab in XP) and you will see entries like "Product version", "File version", "Copyright", and/or "File description" (you may not see all of these, and you may see others besides, but at least one of them would appear if the version resource is present).
