It was a 32-bit MSbuild.
I didn't know there were two.
I tried the 64-bit and got the same result - both logs attached.

The build proj and log are attached.
I'm using:
VS2010
WIX 3.5
\Microsoft.NET\Framework\v3.5\MSBuild.exe
On a 64-bit Windows XP system.
Error: MSB4067 (see log)
Can anybody help me with this error?
