Try disabling UAC also. We had a problem like this on our build machine and I couldn't launch ORCA and run validation as a limited user.

I can run .vbs scripts by double clicking them. The problem also shows up if I load an MSI in orca, and try to run ICE08. I also tried while running ProcessMonitor from sysinternals, but didn't spot anything. I've tried to register and unregister msiexec, to no avail. My version of msiexec on my machine appears to be 4.5.6002.18005. I'm really hoping I don't have to reinstall everything on this PC!
