What version of the WiX toolset were you using previously? My first hypothesis is that validation is failing. Can you try adding "-sval" to the command line (Suppress Validation checkbox in Votive)? If that works, you'll probably want to find another way of running validation on your MSI. smoke.exe can do just that.
