So I can see a difference here where the uninstall gets a # between the View 
and the 1...?!

Would this indicate a type conversion issue with the way I save/read/use the 
values to/from the registry?

Loading at startup (so the value we get for uninstall):

Verbose log file usually tells all. First thing I would double check is the 
Name of the the WebAppPool data being passed to the custom action.
