On my machine the SQL CE registry keys have a value called
'DesktopRuntimeServicePackLevel'.
Have a look under:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Microsoft SQL Server
Compact Edition\v3.5\ENU
or
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server Compact
Edition\v3.5\ENU
So your launch condition would look something like:
<Property Id="SQLCESP">
<RegistrySearch Id="SqlCeRegistry" Type="raw" Root="HKLM"
Key="SOFTWARE\Microsoft\Microsoft SQL Server Compact Edition\v3.5\ENU"
