A short follow up. I had assumed this wouldn't work due to past knowledge of the Visual Studio Express AddOn debate. However a PM from Microsoft emailed me and it prompted me to just try it out on a VM.
I grabed the TFC install ( which uses the VS 2008 Shell in Integrated Mode ) and sure enough WiX installed into it without any issues. Well, one issue, but that's to be expected. The WiX Custom Action project types ( C++, C#, VB.Net ) aren't available because those languages aren't available. My own tool IsWiX ( CodePlex ) also registered with VS without any issues. Really cool stuff. These three tools together make a pretty interesting IDE for authoring installers. What can I say, I love MSBuild and Votive.
