I don't use Burn but I would check why it's using the path
"\.\Packages\X.msi" as the "Note: 1: 1324 2: . 3: 1" in the log refers
to an invalid character "." in a path & that's the only path I can see
in your log which has a "." in it & it appears to start rolling back
right after that.

Any tips for debugging / troubleshooting "Error 0x80070002: Failed to
install MSI package" in the Burn log?

The MSI installs fine on its own, but the bootstrapper fails on the MSI
with that error message.  There are no other messages indicating why it
might have failed.  There is the following log generated also, but I
