WiX v3.5 is better but it does not take into account changes to the binaries
of the project. In other words, if a .exe that gets put into a .cab changes,
WiX v3.5 won't catch that.

WiX v3.6 does. There are a couple bugs in incremental build that may have
snuck in the last few builds but before WiX v3.6 is declared production,
we'll have incremental working.
