Scan the verbose log for VerifyUserInformation. The WcaInitialize call
should log the invocation of the custom action.

>From there, you should see the remaining lines of the log file (assuming
you hit next, but then didn't continue any further in the installer).

Also, I have had times where the rebuilt CA DLL isn't included in the
MSI, because the WiX MSI project didn't detect any input changes. You
may want to try just adding and removing a space and then saving in your
WiX MSI project XML to trigger a rebuild of the MSI.
