I'm getting an install time error during IIS7 Configuration:  
WriteIIS7ConfigChanges:  Error 0x80070057: Failed get handlers for DirProp.

This is with Wix 3.5 RTM.

An extract of the verbose log looks like:

CustomAction WriteIIS7ConfigChanges returned actual error code 1603 (note this 
may not be 100% accurate if translation happened inside sandbox)
