1. Burn is a bootstrap platform, and a basic end-to-end solution is
provided in WiX. VS Bootstrapper is a simple end-to-end solution that does
what it does, not much else.

2. No, MSIs cannot be bootstrappers because and MSI cannot install another
MSI.
