WiX has a tool for extracting COM information, it's "harvested" using heat.exe. Even if you wanted to have the Dll self-register you don't need to do that by running regsvr32 because Windows Installer has a SelfReg table, just get your Dll in there.
Developers often think that installs work using the same tools as used during development.
