The problem is, as far as I can tell from the verbose upgrade log, MSI 
does not think it is leaving anything behind.

There are some number of lines "Disallowing uninstallation of component 
{GUID} since another client exists, but looking at the MSI in orca, those 
components all seem to be part of the C runtime, with the exception of my 
INI file which is staying at the same location.

Is there some other string that I should be looking for?  I have read the 
entire log, but admit that I do not fully understand some parts of it.
