Check the %TEMP% directory for the log of the Votive.msi install (which gets installed by the setup). It will have a long name like:
/WiX_Toolset_v3.6.3303.1_20120915144821_4_votive.msi.log/ It tries to detect VS based on a registry key: /HKEY_LOCAL_MACHINE32\SOFTWARE\Microsoft\VisualStudio\8.0\Setup\VS./ For me, that key was under the Wow6432Node key.
