WixDistribution.* centralizes all the strings across the entire WiX toolset that need to match for all the various pieces. Before, I had to go edit one or more files in every single project when we moved to a new version (v3.7 -> v3.8). That was obviously a pain. Still a little more work to do for the .pkgdef files but I'm getting close.
It really doesn't have a lot to do with the localization of an MSI package, that's why it is neutral. It isn't possible to change the language of an MSI with Burn without applying some sort of transform. Burn doesn't really support apply transforms to MSIs well right now.
