I learned how to turn on logging from the EXE and from that I found an error code which I used to search this website. I found a similar posting regarding failure to run on XP. A post in that thread pointed out the restriction on the use of an icon (ico) for the LogoFile. So I changed my LogoFile to point at the similar graphic in PNG format and that resolved my problem. Strange however that the ICO works on 2008R2. Must be a difference in the utility used to harvest the graphic.
