OCX files work fine in Windows 7, 8/8.1. If you Google for MSINET.OCX you'll find similar problems with this control. Typically you will need to check the dependencies it needs e.g. VB6 runtime (or even VB5) and VC runtime.

They are no longer supported in Windows Versions past XP. You'll need to upgrade the components to their .NET equivalent.
