I think that software with short release cycles should have all recent changes documented. A NEWS file will give a good overview on the feature set currently implemented, but it is useless for people who want to keep track with development. I'd expect a ChangeLog to contain everything which is added while the NEWS file should have consolidated information on the current feature set.
