I think the best is to just make *something*, and then to receive comments and suggestions. If you have something to show, it is simple to replace the current site if people like it. It is much harder to obtain an official mandate to do the work, especially since it is on a volunteer basis.
Host your experimental site somewhere. If it is good, it will get used, and the old site will be replaced.
Think of it as writing a "patch" for the current website. Good patches almost always get accepted.
Disclaimer: I have absolutely no say in what goes on at windowmaker.info. In my experience, people almost always choose something that is better, even if it is unofficial.
